I tested three different smart TV's this morning, two Samsung and one LG, and all three returned 0,0,0,0 insets regardless of the overscan setting. I'd be fine assuming hard-coded inset values but I don't want to assume that overscan is always enabled. The overscan is due to the TV settings not the devices sending the signal to the TV.
